Closed Captioning for Internet Protocol-It’s the Law!

On January 12, 2012, the FCC put in affect new regulations for programs shown on television to include closed captioning and subtitling when re-shown on the internet. These rules also apply to video programming already existing on the internet. Update: The FCC has prolonged the closing date for filing comments and reply comments in this proceeding. Preliminary comments are now due Nov. 4, 2013 and reply comments are now due Dec. 4, 2013.  A new announcement was made July 2, 2013 regarding the FCC deferring its initial date for closed captioning on Internet Protocol (IP) to release an Order on Reconsideration and Further Notice of Proposed Rulemaking (FNPRM), in order to confirm, change, and reiterate specific elements of its rules. Regulation delays regarding Internet Protocol has taken place for the following reasons: Need to define if excerpts of full length programming should be included within the scope. Did not impose caption quality criteria. Need to determine acquiescence deadlines for media players i.e. Blu-ray and DVD players that do not render or move through captions, imminent purpose of issues raised in the FNPRM; Explained that the closed caption decoder requirements apply to equipment manufactured (vs. sold or imported) on or after Jan. 1, 2014.
